Incoterms&reg;, short for International Commercial Terms, are rules published by the International Chamber of Commerce (ICC). They define responsibilities, costs, and risks in global trade, forming a key part of the contract of sale. The latest version, Incoterms 2020, came into effect on January 1, 2020. This is the ninth revision, following updates in 1957, 1967, 1976, 1980, 1990, 2000, and 2010. What are Incoterms?
Incoterms are international trade rules that determine who pays for shipping, insurance, and customs and when risk transfers from seller to buyer. They are widely accepted by governments and legal authorities, helping to facilitate international trade and making them an integral part of global trade contracts. Some rules apply to all modes of transport, while others are specific to sea freight. Understanding these distinctions is essential to avoid confusion in international transactions. What does &lsquo;Freight Collect&rsquo; and &lsquo;Freight Prepaid&rsquo; mean?
&nbsp;
Freight Collect and Freight Prepaid are common terms used in International Freight. It is very important to understand the difference, it is basically a statement of who will be paying for all the International freight charges. If you export your goods on &lsquo;Freight Collect&rsquo; terms (EXW, FCA, FAS and FOB are all Freight Collect terms) that means that the importer (your buyer) will &lsquo;collect&rsquo; and pay all of the freight charges on their side, you will not have to pay any freight at all. If you are the exporter and sell the goods on CFR, CIF, CPT, CIP, DAP, DPU or DDP terms, this means that you will pay for the freight charges (&lsquo;Freight Prepaid&rsquo; &ndash; you will pre-pay the freight charges). These are linked to the selling terms of your invoice, if you are selling your goods on &lsquo;FOB&rsquo; terms (Free on Board) then you are only covering the costs to get the goods loaded on board the vessel. All charges thereafter will be charged to the receiver of the goods (consignee) &ndash; so it will be Freight Collect. These freight terms are stated on the Bill of Lading, the document issued by the shipping line or freight forwarder.

The State Revenue Committee informs participants of foreign economic activity that within the framework of customs reforms, starting from June 1, 2025, customs services for goods exported from the Republic of Armenia (including to member countries of the Eurasian Economic Union) will be carried out around the clock, seven days a week (24/7 mode).

What specific features should be taken into account when using the mechanism?
&nbsp;
Considering that customs clearance of goods exported from the Republic of Armenia is mainly carried out by customs authorities located in Yerevan and Vanadzor, as well as at the &ldquo;Bagratashen&rdquo; border checkpoint, 24/7 customs service for exported goods will be available in Yerevan and Vanadzor, as well as at the temporary storage facility of&nbsp;&ldquo;Damuar Group&rdquo; LLC&nbsp;located in Ayrum, Tavush Province, near the &ldquo;Bagratashen&rdquo; checkpoint.
To ensure effective organization of operations, please pay attention to the following two points:

From June 1, 2025, Armenia introduces 24/7 customs clearance for exports, including EAEU shipments, with designated facilities in Yerevan, Vanadzor, and Ayrum.

Customs Authorities Launch 24/7 Export Processing from June 1

Starting from June 1, the customs authorities will handle the export process in a 24/7 mode.

On May 15, 2025, a full-fledged Free Trade Agreement between the Eurasian Economic Union and its Member States, on the one part, and the Islamic Republic of Iran, on the other part, entered into force.
It will replace the interim agreement with restricted commodity coverage, which had been in effect since 2019, and will create unique conditions for manufacturers from EAEU countries to access the Iranian market. Hence, the average rate of import customs duty on goods supplied from the Union to Iran will decrease from 20% to 4.5%.
"As part of implementing the full-fledged agreement, the parties have already started organizing the first meeting of the Joint Committee, scheduled for the second half of 2025, during which it is planned to discuss specific issues of further development of trade and economic cooperation between the Eurasian Economic Union and the Islamic Republic of Iran," mentioned Andrey Slepnev, Minister in charge of Trade of the Eurasian Economic Commission.
The new agreement enshrines mutual obligations of the EAEU and Iran on preferential market access covering 90% of the entire commodity nomenclature. Compared to the interim agreement, the full-fledged agreement has a significantly improved regulatory part aimed at creating a barrier-free trade space between the parties. According to experts, its implementation will make it possible to multiply the trade turnover between the EAEU and Iran, which in the medium term may reach $12 billion.

The EAEU–Iran Free Trade Agreement took effect on May 15, 2025, cutting average tariffs from 20% to 4.5%, expanding market access to 90% of goods, and boosting trade potential.

1. Goods for personal use&nbsp;(excluding ethyl alcohol, alcoholic beverages, beer, and non-divisible goods for personal use)&nbsp;imported as accompanied or unaccompanied baggage by air transport,&nbsp;whose value does not exceed the equivalent of 10,000 euros&nbsp;and&nbsp;weight does not exceed 50 kg, as well as: tobacco products;products containing tobacco, nicotine, and intended for inhalation via heating or other methods (without combustion): 200 cigarettes,&nbsp;or 50 cigars (cigarillos),&nbsp;or 200 heated tobacco units (&lsquo;sticks&rsquo;),&nbsp;or 250 grams of tobacco,&nbsp;or an assortment of the above products&nbsp;not exceeding 250 grams in total weight,&nbsp;may be imported&nbsp;into the customs territory of the Eurasian Economic Union (EAEU)&nbsp;without payment of customs duties or taxes,&nbsp;per one individual aged 18 or older.
2. Goods for personal use&nbsp;(excluding non-divisible goods for personal use)&nbsp;sent via international postal shipments,&nbsp;whose value does not exceed the equivalent of 200 euros&nbsp;and&nbsp;whose total weight per shipment does not exceed 31 kg, may be imported into the&nbsp;customs territory of the Eurasian Economic Union without payment of customs duties or taxes.

Duty-free import limits to the EAEU: up to €10,000 and 50 kg by air, or €200 and 31 kg by post, including specific tobacco allowances for adults.

VALUE-BASED, WEIGHT-BASED, AND/OR QUANTITATIVE NORMS WITHIN WHOSE LIMITS PRODUCTS FOR PERSONAL USE ARE IMPORTED INTO THE CUSTOMS TERRITORY OF THE EUROPEAN ECONOMIC UNION WITHOUT CUSTOMS DUTIE

The main goal of the program on &ldquo;State assistance of leasing for financial lending of agri-food equipment in the Republic of Armenia&rdquo; is the provision of business entities operating in the agri-food industry with machinery on affordable terms, in particular, using mechanisms of financial lending (leasing) of equipment. This will create preconditions for increase of production volumes of agricultural products and their processed goods, meeting the quality and safety requirements in compliance with international standards, enhancement of competitiveness, expansion of exportation volumes, as well as replacement of imported products with the locally produced.

Within the program framework, the leasing agreement provides business entities with equipment used in the following areas:
&nbsp;
animal breeding, including breeding of cattle, sheep, pigs, poultry, bees, fish, snails, industrial fur farming,
crop production, including greenhouses,
refrigeration facilities, including milk storage stations and isothermal cisterns for milk transportation,
operation of sorting and packaging of fresh fruits, vegetables, and grass-and-legumes, and refining of grass-and-legumes,
slaughterhouse activity, mobile and portable modular slaughterhouses, as well as transportation means for transfer of carcass meat purchased by the slaughterhouse service provider,
agro-processing industry,
other activities in agri-food industry, as well as cranes, metal containers for storage of produce and raw materials accounted for as fixed assets and oak containers used in winemaking.
At the same time, within the program framework the slaughterhouses, greenhouses, refrigeration facilities and business entities of agricultural significance (including the land on which the slaughterhouse, greenhouse, refrigeration facility or storage entity of agricultural significance are built), supplied with necessary equipment, can be considered by the contracting organization as a subject of leasing (except for cases when the greenhouse is being built within the framework of the program on &ldquo;State assistance for introduction of small and medium greenhouses&rdquo; approved by the RA Government Decree No.1612-L of November 14, 2019).

Under the program, 50% of the down payment at 20% (which is 10% of the cost) of the leased fish farming equipment (equipment to be acquired for alternative use of water resources) can be compensated by the state. The total cost of equipment purchased within the framework of the program should not exceed 1000.0 million AMD.

According to the RA Government Decree No.175-L of February 11, 2021, the provided leasing program will be available to beneficiaries until December 31, 2021, on the following terms: 0% interest rate, 20% down payment, up to 8 years of repayment term. There is a preferential term defined for repayment of the principal amount of the lease, which is calculated for a maximum of 3 months from the moment the lease is granted. In addition, at the request of the lessee, the financial institutions may establish break periods for repayment of the principal amount of the lease for a period of up to 6 months per year.

The key goal of this project is setting favorable conditions for the supply of agricultural machinery to agricultural economic actors and entities on affordable terms, in particular, through leasing mechanisms for the effective use of agricultural landplots and for the organization of commodity production.

Within the scope of this project, the agricultural economic entities will be provided with the following agricultural machineries:

Terms and Conditions of the Project:
&nbsp;
the annual leasing interest rate shall be 2%, while the subsidizing and financing the leasing interest rate for economic entities operating in the areas of boundary settlements receiving social backing assistance and nationals having become disabled as a result of combat duty or operations held within the performance of military service duties, as per approved approved by the Decree of the Government of the Republic of Armenia No. 1444-Ն dated December 18 2014, shall be implemented in such an amount that the annual interest rate of the lease payable will form 0%,
upfront payment in the amount of 20% of the purchase price of the leased item,
leasing redemption terms will be the following,
for combine harvesters &ndash; 10 years,
for agrimotor tractors &ndash; 6 years,
for seed planters, collecting and bailing units &ndash; 3-6 years,
for other agricultural machinery &ndash; 3 years.

&nbsp;
In this respect, in case the agrimotor tractors and other agricultural machinery are provided to the same lessor in the same sitting, the repayment period may be set for 6 years.

pause periods for the course of repayment of the basic amount and the leasing interest rate shall be set up to 6 months per year.
The amount of the total cost of the leased items purchased by the same lessee under this project should not exceed AMD 250.0 million.
