Steel Rebar Import Licensing in Armenia Extended Until February 11, 2027

As of August 11, 2026, Armenia continues to apply import licensing requirements to steel reinforcement bars classified under EAEU CN headings 7214 and 7215.

The procedure is established by Government of the Republic of Armenia Decision No. 1161-N of August 6, 2026 and remains effective until February 11, 2027.

When is an import licence required?

The licensing requirement applies to steel reinforcement bars classified under EAEU CN headings 7214 and 7215 when imported under any of the following customs procedures:

• Release for domestic consumption;
• Processing on the customs territory;
• Processing for domestic consumption.

Importers should therefore verify the correct commodity classification and licensing requirements before the goods are dispatched to Armenia.

Which authority issues the licence?

The import licence is issued by the Ministry of Economy of the Republic of Armenia.

Provided that the required documents are submitted in full, the licence is issued within 3 working days from the date the application is registered.

Documents may also be submitted electronically. Where an electronic application is used, the application documents must be signed with a legally valid electronic digital signature.

The application must be accompanied by the required licence form and evidence or relevant details confirming payment of the applicable state fee.

What is the state fee?

Under the current Armenian Law on State Duty, the state fee for an import licence covering steel reinforcement bars classified under EAEU CN headings 7214 and 7215 is 45 times the base state duty for each quantity of up to one metric ton.

As the base state duty is AMD 1,000, the applicable fee is AMD 45,000 for each quantity of up to one metric ton.

For larger shipments, importers should calculate the total state fee based on the planned quantity before arranging the shipment.

What should importers check before shipment?

Companies importing steel reinforcement bars should verify the EAEU CN classification, whether an import licence is required, the planned shipment quantity, the applicable state fee and the completeness of the documents required for licensing.

This is particularly relevant for companies arranging regular or large-volume imports of construction reinforcement bars from Iran and other countries.
