In the cases provided for by the EAEU Customs Code, a goods declaration may be lodged before foreign goods enter the EAEU customs territory or, in the case of customs transit, before they reach their destination. This service covers pre-arrival customs declaration and document collection, rather than merely an advance review of documents. It is suitable when the key details of the goods, transaction and transport are known before the cargo arrives and the declaration process needs to begin in advance.
• Assess whether pre-arrival customs declaration is applicable to the shipment;
• Review the available documents and information relating to the goods, transaction and transport;
• Prepare and electronically lodge the goods declaration under the pre-arrival declaration procedure;
• Identify information that may be added or amended after the goods arrive;
• Submit the required information to the customs authority after arrival and amend the declaration where necessary;
• Carry out the subsequent customs operations necessary for making payments and obtaining release of the goods by the customs authority.
Pre-arrival customs declaration is not applicable to every shipment and does not in itself guarantee immediate release. If the details of the goods or transaction change, the declaration may need to be amended or a new declaration may need to be lodged.
