Pre-arrival customs declaration

In the cases provided for by the EAEU Customs Code, a goods declaration may be lodged before foreign goods enter the EAEU customs territory or, for customs transit, before they reach the place of destination. This is pre-arrival customs declaration, not merely an advance review of documents.

The service is appropriate when the principal details of the goods, transaction and transport are known before arrival and the declaration process can begin in advance.

    assess whether pre-arrival declaration is available for the shipment;

    review the available documents and information on the goods, transaction and transport;

    prepare and electronically lodge the goods declaration under the pre-arrival procedure;

    identify information that may be completed or corrected after the goods arrive;

    provide the required information to customs after arrival and amend the declaration where necessary;

    perform the subsequent customs operations required for payment and release of the goods.

Pre-arrival declaration is not available for every shipment and does not in itself mean immediate release. Changes to the goods or transaction details may require an amendment or a new declaration.
