Obtaining certificates, licences and permits

Certain goods are subject to prohibitions and restrictions on import or export. Where import or export is permitted, compliance with the applicable requirements may need to be evidenced by a conformity assessment document, licence, permit, state registration certificate or another mandatory document. The requirement depends on the EAEU CN code, characteristics, intended use and origin of the goods, and the applicable regulations.

If the client provides the product information and documents in advance, REGULUS GROUP identifies the applicable requirements and arranges the required documents before the cargo is dispatched. If the information and documents are not provided in advance, we review them and determine the requirements before the goods declaration is lodged.

Obtaining certificates, licences and permits may cover the following documents:

Documents that may be required

•    a certificate of conformity or registered declaration of conformity;

•    a state registration certificate;

•    an import or export licence or permit;

•    an opinion, notification or approval from a competent public authority;

•    phytosanitary, veterinary and food-safety documents;

•    documents confirming identification, expert examination or laboratory test results;

•    other mandatory documents required by law.

How we organise the process

•    reviewing the description, composition, intended use, technical specifications and origin of the goods;

•    confirming the applicable requirement and the competent authority or organisation issuing the document;

•    providing a list of information and documents required from the supplier or importer;

•    preparing and submitting applications and supporting documents;

•    coordinating sampling, expert examination or laboratory testing where required;

•    monitoring the application and adding the issued document to the customs clearance file.

The decision to issue or refuse a document is made by the relevant competent authority or organisation. The timeframe depends on the type of document, the characteristics of the goods and any required examinations or tests.
